Believe me, I was not the only one watching and recording this on camera.
When a boat is about to pass, the bridge will be raised and sirens will alert pedestrians to stop walking/cycling/skateboarding. Then the bridge is lowered again and everybody continues with their business once the siren is no longer heard.
